On 12 November 2025, the OECD National Contact Point (NCP) published its Final Statement regarding the submission filed by the International Union of Food Workers (IUF) against Perfetti Van Melle Group B.V. (PVM). The submission concerned alleged violations of the OECD Guidelines by PVM, through the actions of its Turkish subsidiary, PVM Türkiye, concerning chapters on General Policies, Human Rights, and Employment and Industrial Relations.

Previously, the NCP had declared the submission admissible. Because the parties had started to negotiate a Collective Bargaining Agreement in the meantime, the Initial Assessment was not published and the good offices were put on hold.

The parties reached an agreement outside the NCP process on the issues subject to this notification. Hence, the NCP did not further examine whether the enterprise observed the Guidelines. This Final Statement describes the procedural steps taken by the NCP since the receipt of the submission on 13 August 2024. The Final Statement also provides a summary of the Collective Bargaining Agreement.
